Any balloon-borne instrument at XX km altitude would drift several kilometers in that time producing a continuous streak not a stationary stellar-like point. None of the transients show motion they are fixed point sources indistinguishable from stars in shape and PSF. At that altitude the angular speed across Palomars field of view is on the order of tens of arcseconds per second.
