"Uhm no. 1- Project Mogul operated mainly out of Alamogordo New Mexico between 1947 and 1949 with only a few follow-up tests by 1951. The Palomar Observatory Sky Survey (POSS-I) plates analyzed in the VASCO papers span 1949 1957 and the majority of transient events cluster between 1952 1954 years after Mogul had ended. No balloon program in California produced large-scale flights at those times or altitudes. 2- POSS-I exposures lasted 3050 minutes. A balloon at XX km altitude moves several km during that time translating to tens of arcminutes of motion which would leave an obvious streak on"

Any balloon-borne instrument at XX km altitude would drift several kilometers in that time producing a continuous streak not a stationary stellar-like point. None of the transients show motion they are fixed point sources indistinguishable from stars in shape and PSF. At that altitude the angular speed across Palomars field of view is on the order of tens of arcseconds per second. Even if a reflective sensor rotated and produced brief flashes it would generate a faint streak or a dashed line across the emulsion not a single unresolved dot"
