The Palomar Observatory Sky Survey (POSS-I) plates analyzed in the VASCO papers span 1949 1957 and the majority of transient events cluster between 1952 1954 years after Mogul had ended. Any balloon-borne instrument at XX km altitude would drift several kilometers in that time producing a continuous streak not a stationary stellar-like point. None of the transients show motion they are fixed point sources indistinguishable from stars in shape and PSF. At that altitude the angular speed across Palomars field of view is on the order of tens of arcseconds per second. Even if a reflective sensor rotated and produced brief flashes it would generate a faint streak or a dashed line across the emulsion not a single unresolved dot"
