"Due to the new 7-day restriction the exchange wasnt available in your case. After depositing an item you need to wait X days before it becomes eligible for exchange. "Currently we don't have any additional penalties. After an item is deposited theres a 7-day period before it becomes available on the marketplace. Once that period passes the item can no longer be reversed thats exactly why it becomes eligible for listing at that point. So items listed on the marketplace cannot be reversed. Right now there are no additional restrictions on reversals beyond what Steam enforces. We expect the visibility issue to be resolved by Monday.
