With BTC it is a heuristic (first seen time will guess). With XEC it is not a heuristic (avalanche will finalize the block). The "risk of block rejection" is far more useful. If every exchange staked a fraction of their cold wallets then inter-exchange transfers would become much more secure. It is such a low cost assurance it is a no brainer"
