With BTC it is a heuristic (first seen time will guess). With XEC it is not a heuristic (avalanche will finalize the block). The "risk of block rejection" is far more useful. You could also compare it against "time to finalize" which would be something like: BTC: Generally recognized to bury a block under X blocks worth of PoW so average X hour. ETH: I know less here but it seems X epochs is commonly"

If every exchange staked a fraction of their cold wallets then inter-exchange transfers would become much more secure. It is such a low cost assurance it is a no brainer"
