Transient storage limits remain the same between no usage and max usage, this limit is set to minimize node requirements, kaspa can grow to global credit card usage with a slight increase in min spec.

The PoPoW does not change between current throughput and global usage.

The application state is the ONLY thing that grows with adoption, this is an active area of research in the crypto space.  (Kaspa already enforces storage mass to encourage not growing the application state unnecessarily.
