One-way major cities such as Lilongwe and Blantyre can finance major projects, is by issuing out municipal bonds. 

That way, they can get money from the general public and no longer have to worry about acquiescing and asking for IMF and World Bank loans

Plus, it will make the finances of these cities less dependent on IMF/World Bank money.
