Over XXX BILLION gallons of raw sewage have flowed from Mexico into San Diego since 2018. Yet Trump's EPA just signed a deal requiring Mexico to fix it...by 2027.  
 
The admin allocated $653M since 2020 with zero resolution. XXXXX Navy recruits got sick from sewage-laced waters THIS YEAR. Now taxpayers fund Mexico's $93M "civilization" project while our "solution" relies on their 2026/27 budgets.  

This isn't diplomacy - it's paying for failure while Californians choke.
