BBG reports that a hold by the ECB in September now looks like the baseline according to "people familiar with the matter."  

President Christine Lagarde on Thursday said she and her colleagues are now in a “wait-and-see” mode, with inflation at the X% goal and the economy performing in line with or better than expectations. Following those comments, markets pared bets on a September rate cut. They now put the chance of such a move at about XX% versus XX% before Lagarde spoke.

Mark Wall, chief European economist at Deutsche Bank, suggested the ECB’s easing cycle may now be over.  “Markets are not far away from switching focus from the last cut to the first hike,” Wall said. If trade uncertainty wanes, a stronger economy coupled with significant government spending “will eventually translate into upside risks to inflation,” he added.
