The Sanseito"s proposed new constitution is... interesting.  It would bring back the emperor as head of state and "legalize" his various roles in the Shinto religion.   The national anthem, flag and language would all be defined in the constitution. 

Citizenship would be limited to children of a Japanese parent who speak Japanese and value Japan. It does anticipate naturalized citizens, but for example only third generation descendants of one would be eligible for public employment. 

The enumerated rights of citizens is greatly cut down and "rights come with duties" (the phrase loved by conservatives everywhere) would be put in the constitution. 

There would be a whole new chapter on "the public interest," the furtherance of which would be a duty for people and institutions alike. 

Family is to be based on omoiyari.  There are several articles on education, which are about as one would expect. I think this would be the first constitution I have ever seen that would have provisions on school meals, though (must be healthy, use locally-procured materials and be made domestically). 

Voting age would be 16, right to stand for election XX. 

The national government would have a constitutional obligation to protect local governments from interference by foreign powers and international organizations. 

Foreigners would not be allowed to own real estate and those that do would see it expropriated at a fair price. 

There would be a new government body established to evaluate policies and their implementation.

On a vote of 1/3 of Diet members, a bill under consideration could be put to a national referendum (really? You want to give the minority parties this tool which would inevitably be used to filibuster everything?) .

The imperial household would go back to having its own finances and budget. 

Amendment would become easier: a majority of the total membership of both houses (not just a quorum) plus a national referendum.
