@GlennLuk @yishan @gonglei89 Google for hydraulic empire.  My view is that I like the theory of hydraulic empire, but reject the notion of "oriental despotism."  One other thing that I believe that comes from Jared Diamond is that American, Russian, and Chinese state structures are influenced by ecology.
