My takeaway from Carr's comments today:

1) Sounds like a slight pivot on the buildout extension. Previously, it sounded more political that he didn't agree with the last administration giving $SATS a buildout extension at all. Now, it appears that he is looking at the data to make the determination.
 
Is this still a witch hunt? I don't know.
Did $SATS fudge the data? I don't know.
BUT, I do believe this is a pivot from the initial letter which is a positive.

2) Open minded for putting spectrum to most efficient use - enforcement, open spectrum up, other options they may have - sounds like the FCC is working with $SATS for an outcome that may end up being beneficial to Echostar.
