FCC Carr (not exact wording): 
Re; spectrum holdings: We don't believe we need 3, 4, or X competitors. It's dynamic. Mobile wireless is also competing with cable. There is lots of competition.  No magic number that we need.

Re: Echostar: We are still open minded. Taking a close look on whether they met buildout. Still reviewing the data. That work continues. 
Regarding spectrum, it isn't being used effectively. Status quo is not acceptable. I'm open minded about different paths forward. Trying to free up spectrum and Dish is sitting on spectrum that is not loaded. They lost X million subs. 

Running review on the enforcement side and looking for opportunities to promote more intense use of the spectrum.
