It flows via the Baku-Tbilisi-Ceyhan (BTC) pipeline to Ceyhan, Türkiye’s Mediterranean port. From there, it’s sold to various international buyers, including Israel, but Azerbaijan controls those sales, not Türkiye. Türkiye only hosts the transit infrastructure, it does not decide the end destination of the oil once it leaves its port.

Türkiye is bound by international trade agreements and energy transit treaties, especially the Energy Charter Treaty.

If Türkiye blocked BP or SOCAR from selling oil to a particular country (e.g. Israel), it could face: International arbitration, Trade sanctions etc
