Ripple wants to build the most trusted stablecoin in the world, $RLUSD to meet massive institutional demand and not face issue when $USDT and $USDC depegged.

To do that, they’re ensuring:

✅ Federal oversight (via OCC)
✅ State compliance (via NYDFS)
✅ Direct custody of RLUSD reserves (via Fed access)

They’re targeting institutional adoption, and banks can only interact with regulated, trust-compliant entities.
