Serbia currently sources crude oil—including Russian-origin shipments—via tankers arriving at Croatia’s port of Omišalj, with transport through the JANAF pipeline to the Pančevo refinery, owned by Gazprom-controlled NIS.

In light of EU sanctions on Russian oil and Croatia’s alignment with Brussels, Serbia and Hungary, in coordination with Russian representatives, are planning a new crude oil pipeline linking Serbia directly to Hungary’s Druzhba system. This infrastructure would bypass EU-controlled routes and secure a more stable supply of Russian oil for Serbia, a non-EU country. 

While the project is primarily framed as a means to meet Serbia’s domestic energy needs, it could also enable limited re-export of refined products into the EU. Such flows would likely face close regulatory and political scrutiny due to EU sanctions compliance mechanisms and the origin-tracing of crude inputs.

The alignment of pro-Kremlin governments in Hungary (and Slovakia) with non-EU member Serbia whose position is best characterized as duplicitous is a cause of concern.
