I am very sure that at least X of the top X highest taxpayers to Ogun State are banks 

There is no state in Nigeria that won’t have banks featuring in top X. 

Lagos (oil companies, telcos), FCT (NNPC), and Rivers (oil companies), I suspect, are the only states that may not be dominated by banks. 

Even at that, I want to believe banks will feature prominently in Lagos’, being the HQs of the banks and the many branches all over.
