It doesnt cover exploratiom and development cost after you have the licence. To drill a single onshore production well (ie on land the easiest) in Nigeria you needed minimum of $20m as at 2016. Not sure of current figure. And you can drill a well and find nothing or water instead of oil. Or scanty oil. Your $20m is gone.
