Staff memo for the @NatResources subcommittee hearing on Promesa and the recovery of Puerto Rico this morning [which reads like the OBoard wrote the bulk of it] #muniland. Oddly there is zero mention of the repeated outages at Prepa due to New Fortress inability to generate sufficient power. This is the real threat to the viability of the island.
