I've maintained for a long time that Luma is spending operating funds (revenue) on federally funded capex projects and it appears that's the case. There is a strict requirement in the bond indenture that capex spending be segregated from opex spending & Congress has appropriated $XX billion for Prepa's capex but it has to be properly documented and submitted to FEMA.
