No dude in terms of team DPS they are extremely close. Who is better honestly depends on skill with Hu Tao and situation at some point. 

Solo clears aren’t really worth counting bcs Solos are easily any DPS’s worst “team”. Arle has good personal damage but that does not translate to being anywhere near Mavuika melt tier.

I genuinely do not know where this “Arlechinno is a god” shit came from. On release everybody knew she did like the same amount of damage as Hu Tao and while sure she’s gotten teammate upgrades, so has Tao. Both are very similar in DPS with Arle simply being easier to play/has shorter rotations.
