Guys, this is XX% of the PSV fleet. Also, they want to build those vessels in Brazil? 

What ship building capacity do they have? In my research of the country I don't see that they are even a top XX manufacturer of vessels world wide?

What does all of this mean then?

It means that this is either all political posturing and will never happen OR the country is going to build out significant amount of new ship building capacity that will:

1) extend lead times for new OSVs (currently X years) 
2) be higher cost to accommodate the investment in new ship building capacity.

Finally, they are making note of wanting to do green/sustainable fuels. Not sure how exactly that will be done but that is also adding significant costs. The duel fuel ammonia vessels that exist today cost $90-$100M to build, for reference.
