France had fewer millionaires than UK by 2012 because over XXXXXX had left in the previous decade to avoid the wealth tax. 
Hollande upped the wealth tax in 2012 because it was bringing in so little revenue. The increase failed, encouraged more capital flight. 
Macron abolished the wealth tax in 2018. Hence the rise in millionaires again.
