"First UNRWA was created by UNGA Resolution XXX in 1949. It merely "calls upon" states to grant privileges & immunitieshortatory language not binding. Unlike other UN bodies (e.g. UNHCR) it doesn't automatically get UN Convention immunities without special agreements. 2/12"
