"It's actually the same on the ground in most jurisdictions I am guessing. Only medical professionals can *declare* someone dead. And in Serbia here it has to be done with an ECG proving the heart has stopped (along with other less precise methods). Main reason I am guessing is that certain states like coma can appear like death to even trained professionals and putting a finger to feel the pulse also can be problematic.
