If ASML came out with a new EUV machine that allowed XX% less power or XX% better performance it would still find a market even if the price was $1B. But even the more prosaic DUV lithography is a barrier for China currently. Thats the barrier that should fall first. After all SMIC has some ASML DUV machines in hand so they can be studied"

Huawei and others were always going to try to make AI chips. But difficult for 7-10nm process to compete with 2-3nm process. Of course if dont worry about price power consumption or number of chips Chinas AI data centers should be able to be competitive"

"SMIC reportedly made the logic chip (Kirin 9000S) for the Mate XX utilizing quadruple patterning on their ASML DUV tools. Hynix made the memory. These days the nm node is more marketing than science but you can compare with other 7nm processors to verify it has same performance. This has been done and while the chip has a little weaker performance on gpu and power consumption the raw performance is on par with TSMCs 7nm. So yes China can make a 7nm logic chip"
