"The Sanseito"s proposed new constitution is. interesting. It would bring back the emperor as head of state and "legalize" his various roles in the Shinto religion. The national anthem flag and language would all be defined in the constitution. Citizenship would be limited to children of a Japanese parent who speak Japanese and value Japan. It does anticipate naturalized citizens but for example only third generation descendants of one would be eligible for public employment. The enumerated rights of citizens is greatly cut down and "rights come with duties" (the phrase loved by conservatives"

The seminal case involved a zainichi who lost his sight and became a masseuse and then naturalized. The Court said he wasn't eligible because the disability arose before he became a citizen"

"The Sanseito wants to limit foreign residents to X% of total population by municipality. I guess you could manage visa issuances and renewals around a X% national total but doing it by municipality would test the degree to which foreign nationals enjoy the constitutionally guaranteed freedom to choose and change their residence. Also seems like it would be very hard to implement in practice in any case"
