"If those restricted master accounts enable nonbank stablecoin issuers to park their reserves at the Fed then those stablecoins become what the IMF calls "synthetic CBDC" (I think the Bank of England has called them "indirect CBDC"). However they are not fully-fledged CBDCs because they're not issued or backed by a central bank. If something goes awry the holder of such a stablecoin will get no recourse to the central bank. Their beef will have to be with the stablecoin issuer"
