It's a little hard to wrap your head around. The best analogy I have is to think of how technology progresses in an arc of inevitability, that is seemingly ending towards AI.
It's the same thing with human history. People throughout history have observed progress, and believed that utopia is at the end of history. For Communists this looked like a money-free, government-free state. For globalists this looks like universal liberal democracy.
Universal democracy is the goal and belief of nearly every globalist and has been for a long time, even if they don't quite articulate it in these terms. It's implicit in statements like "Trump is a threat to democracy" or "the love for freedom is in the heart of all humans." They speak of it as an abstract inevitability, that once tasted, cannot regress.
Think of it like this: there's a very concrete end state, which is a mostly border-less globe under free markets and common norms.
You can shepherd the world closer to that end state, e.g., through mass migration or regime change wars. But under this ideology, you can't make setbacks any more than a coder making a bug is setting back AI.
