Keep in mind insiders want a lower price pre-IPO a low price benefits them amid dilution risks from recapitalization as new shares could dilute legacy holders by 2-5x or more. Low prices allow buying large blocks (10K+ share orders which I'm seeing a lot of on both $FNMA $FMCC) without spiking the illiquid OTC market. $FMCC needs $XX billion in new capital vs. $FNMA's minimal needs amplifying dilution but low entry"
