"You are oversimplifying things as well. When tariffs are first enacted it is the importer/distributor that pays the tariff. That tax burden in theory will eventually be at least partially placed on the retail consumer as distributors raise their prices selling to whole sale and then whole sale raises their prices selling to retailers. Tariffs aren't immediately taken on by the consumer but if kept on for a prolonged period part of that burden will be placed on the consumer which will amount to be a consumption tax"

Plus a X% flat income tax would be a money saver for pretty much anyone that works not just the wealthy. Tariffs very well could eventually have a price increase effect on retail goods.
