The seminal case involved a zainichi who lost his sight and became a masseuse and then naturalized. The Court said he wasn't eligible because the disability arose before he became a citizen"

I guess you could manage visa issuances and renewals around a X% national total but doing it by municipality would test the degree to which foreign nationals enjoy the constitutionally guaranteed freedom to choose and change their residence. Also seems like it would be very hard to implement in practice in any case"
