"Who should pay the capital costs to make the CHL teams competitive with the NCAA The obvious answer is: the Edmonton Oilers. Or: the Calgary Flames. But they have little incentive to because the NHL draft prevents them from controlling the talent they invest in and the WHL draft prevents them from concentrating the most promising players (drafts suck). Instead parents pay $50K so their kid can play in the CSSHL in their WHL draft year. Thats a choice"
