"Fuel shortages dont necessarily shut down an airport; you just need to land w/ enough left over to go someplace that does have fuel. You Ferry or Tanker that fuel in. Airlines do it sometimes but its not practical on longer routes. The jets have a maximum landing weight that is well below the maximum takeoff weight so just filling the tanks is not something you can doyou still have to land below the max weight.
