"Wrong. It would only inherit BTCs POW during channel open or closing. If Bob does XXX txs with Alice all on the Lightning network and then they close the channel those XXX txs never contributed to the L1 BTC network by paying miners for their proof of work which means they were never transacting BTC or scaling anything. They were using a separate payments system. And when the block reward is X those XXX txs would be critical for keeping BTC secure. Only Bob or Alice closing the channel would contribute to proof of work and it would be X single tx"
