"I dont understand why people think owners of small market teams WANT the team to be bad. Currently the system does not incentivize owners of small market teams to spend. They likely wont recoup expenses of a higher payroll from ticket sales TV deals etc. Theres just not enough eyes for teams in these markets to make it profitable. Putting a team on the field is optimal for them nothing past that. If we want them to spend the incentives have to change. X dollars HAVE to be spent and youre guaranteed X+Y dollars through rev sharing. A percent of ticket sales merch etc can be used to return"
