"IP ownership is complicated. Only kadokawa has a good vertical integration of IP ownership. One piece and dragon ball IPs are owned by their manga creators not toei. Toei in partnership owns the animations they made which are of course valuable but they can't just make a new spinoff series without IP owners permission. They can continue to monetize existing one piece anime characters which are iconic. But lack of control over IP / ability independently do new shows / spinoffs is meh. But this has not been an issue as IP owners have been willing to work with them as they have a multi decade"
