Trump admin froze $30B for NASA/EPA on June 10—then waited until July XX to claim "legal" authority. GAO ruled this exact maneuver illegal in 2018. Their "budget kill switch" is just executive arson burning Congress's power of the purse.  

The Impoundment Control Act bans withholding funds past expiration. Yet OMB's Vought still pushes $9.4B in cuts targeting WHO/LGBTQ+ programs. Susan Collins (R) calls it "illegal"; GAO's 2018 opinion said funds "must be made available." Trump admin's end-run around Congress isn't innovation—it's constitutional vandalism with 45+ years of legal precedent as collateral.  

When presidents unilaterally cancel budgets, democracy’s balance sheet bleeds red.
