I have not read the book but just from looking at it, it appears to be one of those books that projects all the worst motives upon people. In the post war era, there was a lot of poverty in Italy and there was a widespread belief (probably mostly right) that single mothers couldn't properly care for kids. My guess is that most people involved in the program had good intentions with the best interests of the children at heart. None of this is to say that mistakes were not made or that there were no bad actors but simply that these sorts of books that make it seem like there was a grand conspiracy to do evil are not to be trusted.
