Builders who intend to deploy a HIP-3 perp market will need a minimum of 1M staked HYPE to do so. 

What if @kinetiq_xyz offered these deployers a portion of kHYPE stake to hit this minimum requirement, in exchange for payment which would be distributed to $KNTQ stakers?

$KNTQ stakers vote on which deployers to fund -> earn rewards/bribes from deployers for voting -> real economic utility for $KNTQ
