@GerardBelloso @kmh @luke_leisher_ What's normal are cost-plus contracts, which for something like HLS would have cost even more by now.

This fixed-price contract is a deal if SpaceX delivers.
But front-loading payments so they've already received XX% ($2.657B paid so far from $2.897B awarded) seems crazy.
