Ripple proposes a straightforward amendment: Change Section 80.3002(a)(5) to read "(5) Any person issued a license under the Digital Financial Asset Law." This would grant a blanket exemption for DFAL licensees, streamlining operations and reducing uncertainty while maintaining consumer protections through the DFAL framework. Ripple, already holding over XX MTLs nationwide and NYDFS licenses, emphasizes that this change would support innovation without compromising stability in California's digital economy.
