ummm..... The XRP Ledger is not owned by anyone. It is open for anyone to build on. Now does Blockrock own $XRP the asset well nothing has been confirmed yet but I wouldn't be surprised if they did own some XRP but anybody can own XRP. But no matter how much you own you cannot control the Ledger itself the Ledger is completely decentralized so I don't know how you get the idea that XRP is evil.
