In the circus, they used to bring out dancing bears and clowns to distract the audience between set changes or acts.  Tulsi Gabbard spun a yarn about Obama, Russia and the 2016 election to distract from the Epstein scandal swirling around Donald Trump.  Gabbard likely did this to ingratiate herself with the boss. 
This is the second time she's concocted a story to help Trump. Earlier, she lied about her own Congressional testimony, in which she said Iran was not developing nuclear weapons.  Under pressure from Trump, Gabbard lied that the press had misreported her testimony and it was that Iran could develop nuclear weapons in weeks or months. The video she posted proved she was lying about her testimony.
