And that's what Obamacare has done

Previously you had to insured for a one year period before insurance covered pre existing conditions 

Which kept people from ever dropping coverage 

Which kept premiums lower 

Obamacare made it easy to stop and start coverage whenever 

It's expensive for exactly this reason
