Beijing needs to dump its cheap, fast-moving machine-made goods in a consumption sink. Since domestic consumption is flagging, the country depends ever so more on export earnings. It also needs to build a unipolar Asia in which India remains an inferior power, hobbled by structural deficiences and strangled by the inefficiencies of democracy. This, New Delhi offers on a platter. Beijing will do everything in its power to deny India the ability to industrialize and build an independent, secure manufacturing base. Only a deeply flawed foreign policy involves cozying up to and relying on a hostile neighbor for one’s own economic success. Perhaps this flaw is the feature emerging from the impasse in domestic reforms.
