Yes, the horror in Gaza would end if Hamas surrendered, but Israel's humanitarian obligations are no more contingent on Hamas's capitulation than ours in Iraq were contingent on al Qaeda or ISIS laying down their arms. Israel's failure to secure and provide for the Gazan population prolongs the war and leads to an endless rounds of unimaginable death and destruction. This wasn't just predictable. It's been predicted, by many people. I wrote these words last year:
