Its not a high risk threat because population increase from childbirth isn't a global issue and the world could sustain the lives of 12-16 billion people comfortably.

A bigger issue is population decrease due to less people having children.

Mismanaged immigration contributes towards the problems because people tend to flock in specific parts of a city or country. 

Then the local services networks including critical infrastructure fail because the were designed to serve a steady increase or decrease in population.

So the root of the problem is that any resilience we could build is based on a fixed system that was planned in advance.

A flexible governance system would produce better outcomes because it accepts  needs in people change depending on their environment.
