It would have taken a further injection of cash - that was the issue. 
I wouldn’t trust the schedule of the supplier (BAES), the budget of the customer (MoD) or the optimism bias thrown in by everyone. 
It was flying though, the mission system was complex - I would say 2016 would have been IOC with FOC 2018.
